Dear Joe:

I am writing this personal letter to you regarding Three Mile Island and the issue of restart of that facility. As far as I am concerned, this is just that--

a personal letter, not on the record-which you can decide to make public or not make public as you deem necessary.

I am not going to re-argue the many technical and emotional arguments that have been made over the last five-and-a-half years for and against restart of TMI. You have heard them all and are probably as tired of hearing them as I am.

The two points I want to refreshen in your mind are as follows:

1. The vote against restart in a non-binding referendum.

2.

Management competency.

In point #1, the question was deliberately phrased without any conditions concerning.

restart of TMI Unit 1. The vote against restart of three-to-one was cast during the course of a primary election, traditionally a time of low voter participation l

in Pennsylvania. A point that has not been made, and one which I now bring l

to you for consideration, is that even if one were to assume that the great majority of those eligible voters who did not vote for or against the question, or did not exercise their right to vote would have voted, it would have been necessary for the great majority to vote FOR RESTART in order to overcome the vote against restart. My point is that there is no evidence to indicate that the majority of our citizens in Dauphin County favor restart under any conditions.

As to point #2 and management competency, I would only say this. GPU has established a track record that continues to haunt the company. No matter the company's recent performances, its record is such that many citizens just cannot accept GPU management at face value. The record of mismanagement has been clearly established.

Joe, I am writing to ask you personally to exercise your leadership role and deny restart of Three Mile Island. Bring this sorry chapter of nuclear energy to a close with a clear message to all utilities in the United States-perform at standards or Fet out of the nuclear energy business.

Our citizens have been subjected to a daily diet of TMI for five-and-a-half years now-too long a period to have To endure the question of will it or will it not restart and the answer appears to be no closer now than it was in March / April of 1979.

In today's society this is an unconscionable period of time for an issue of this magnitude--pro or con. It is time to put this divisive community issue behind us and allow the wounds that have festered far too long to heal.

Your affirmative action would be most appreciated. God bless you and thank you.
