LILCO has received and reviewed your letter of June 5, construing the effect of certain agreements dated June 1,1992 among parties in interest in the Shoreham litigation. Although LILCO is no longer the Shoreham licensee, it has a continuing interest in the plant and therefore considers it useful to respond to your letter.

LILCO concurs in your understanding of the agreements' effect: namely, that they contain no provision that would restrict the ability of any person from communicating with the NRC at any time with respect to any safety concerns that such person inay have about decommissioning or any other aspect of Shoreham nuclear faci.lity safety. _
