Virgil C. Summer Nuclear Station Non-Compliance Rating of NPDES Permit #SC0030856
Dear Mr. Stanley:
As a result of the Compliance Sampling Inspection of the waste treatment facility at the Virgil C.
Summer Nuclear Station, South Carolina Electric and Gas Company (SCE&G) received a non-compliance rating for unsatisfactory flow measurements required under NPDES Permit )SC0030856.
This letter provides SCE&G's response and corrective action to the following SCDHEC finding which resulted in the issuance of the non-compliance rating.
Finding:
Three (3) of the facility's discharge points have no flow measuring devices.
They are 009A, 009B, and 011.
Discharges 009A and 009B have no sampling points either.
Response: Discharge points 009A and 009B have been modified to include sample points.
As required by the NPDES permit, flow measurement will be by estimate.
Your report incorrectly states discharge point 011 as not having a flow measuring device.
Discharge point 010 should have been identified in the non-compliance rating.
A modification to add a volumetric wier to discharge point 010 is being processed.
The details of this modification were submitted to SCDHEC in a letter from Mr. O. W. Dixon, Jr. to Mr. Jim Joy, dated August 20, 1984.
