Mr. Hubert J. Miller ~

Regional Administrator

' Region lII U. S. Nuclear Regulatory Commission 801 Warrenville Road Lisle, Illinois 60532-4351

Dear Mr. Miller:

' Enclosed is a copy of the final report for the November 15,1995 plume exposure pathway exercise for the offsite radiological emergency response plan site-specific to the Byron Nuclear -

Power Station. Copies of this report have been sent to the State ofIllinois. The State ofIllinois and Ogle and Winnebago Counties participated in this exercise. The Commonwealth Edison Company also participated.

Nu deficiencies were identified during this exercise. There was, however, one Area Requiring Corrective Action (ARCA) identified for Ogle County. This ARCA is still open.

Based on the results of the November 15,1995 exercise, the offsite radiological emergency response plans and preparedness for the State ofIllinois and Ogle and Winnebago Counties, site-specific to the Byron Nuclear Power Station, can be implemented. These plans are adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event of a radiological emergency at the site. Therefore, the Title 44 CFR, Part 350, approval of the offsite radiological emergency response plans and preparedness for the State ofIllinois site-specific to the Byron Nuclear Power Station, granted on Septemb:r 12,1984 will remain in effect.

Please contact Clay Spangenberg at (312) 408-5531 if you have any questions.

Sincerely, 9
