-LICENSEE'S SECOND SUPPLEMENTAL RESPONSE TO THREE MILE ISLAND ALERT'S FIRST SET OF INTERROGATORIES Supp. Response to Interrogatory No. 39 Mr. Gary Miller has provided-the following statement:
.I cannot today recall the details of the con-versation with Mr. G. Troffer or of any dis-cussions with the state that I may have de-scribed to him.
I have' reviewed some of my earlier testimony (principally that before the NRC I&E on November 10, 1980, and the Statement of G.P. Miller on the March 28, 1979 TMI Incident) relative to those subjects and from this plus my memory of the circum-stances conclude the following.
I would have avoided communicating specific systems details which would have required ex-cessive time on my part to impart both the full. understanding of how the primary and secondary systems react on a loss of feedwater trip and then explain the reaction of all parameters.
Additionally, as I have previously testified, I'would have counted on the " Command Team" members who were on a con-tinuous direct line to the state (in accor-j/
dance with the approved TMI Radiological Emergency Plan) to communicate a lot of spe-s cific information rather than tie myself per-sonally to'that.
At that time, I had many other responsibilities demanding immediate
. attention.
