Limerick Generating Station, Unit 1 Withdrawal of Request for Enforcement Discretion for Deferring Completion of Certain Technical Specifications Surveillance Requirements J

Gentlemen:

By letter dated February 3,1996, PECO Energy Company submitted a request for Enforcement Discretion (ED) to extend certain Technical Specifications (TS) Surveillance Requirements (SRs) for Umerick Generating Station (LGS), Unit 1. Specifically, PECO Energy requested that the TS SRs associated with containment leakage testing for several containment penetrations / valves be extended. Extending these SR intervals as requested would allow LGS, Unit 1, to continue operation for a short duration in support of the Pennsylvania-Jersey-Maryland Interconnection's (PJM's) declaration of a ' Cold Weather Alert" (made on Friday, February 2,1996) due to severe winter weather conditions (i.e., extreme cold) predicted for the Pennsylvania and New Jersey 4

area which was forecasted to last for several days. At the time this " Cold Weather Alert" was declared, LGS, Unit 1, had comrnenced its Sixth Refueling Outage (IR06). This requested ED would allow LGS, Unit 1, to remain operational to maintain PJM transmission system reliability and voltage stability on Monday, February 5,1996, and Tuesday, February 6,1996, due to a projected new all-time winter peak demand for PJM on Monday and Tuesday.

i Subsequently, on February 5,1996, PECO Energy was Informed by PJM that LGS, Unit 1, is no longer needed to provide electrical power based on PJM's updated load projections for its service territory. Therefore, PECO Energy is withdrawing its request for ED submitted by letter dated February 3,1996, to extend certain TS SRs for containment leakage testing.
