Request for Anoroval of Decommissionina Plan
Dear Chairman Selin and Members of the Commission:
On Wednesday, June 3, the Shoreham-Wading River Contral school District and the Scientists and-Engineers for Secure Energy, Inc. filed with the Commission motions to dismica all of their previously filed objections to-agency action sought by the Long Island Power Authority ("LIPA")
and the Long Island Lighting Company ("LILCO")
with respect to the Shoreham Nuclear Power Station, Unit 1 ("Shoreham ).
This step by the School District and a
the Scientists and Engineers was taken in conformance with settlement agreements which have also been provided to the Commission.
As the Commission is aware, LILCO entered into an agreement With New York State in February 1989 : providing that Shoreham would be transferred to LIPA for the purpose of decommissioning.
The NRC was so advised by LILCO in Juno 1989.
LIPA, as proposed successor licensee, filed its Decommissioning Plan with the Commission in December 1990.
The NRC Staff has recommeMed approval of LIPA's Decommissioning Plan, and L7PA has in place all arrangements nococcary to commence decommionioning of Shoreham immediately.
In - _vinW of the action by the School District and the Scienticts and Engineers, LIPA urgently requests the Commission to approve its Decommissioning Plan at tne. earliest possible moment.
Such prompt action Will f acilitate final implementation of the February 1989 agreement and will minimize the ongoing costa incurred by LIPA,
- LILCO, and the ratepayers of Long Island.
Further delay in approving the Decommissioning Plan will lead directly to higher decommissioning costs as plant personnel and contractors are now ntanding by ready to commenco work.
