On August 1,1994, the Nuclear Regulatory Commission (NRC) issued an amendment to 10 CFR Part 73 which modified the design basis threat for radiological sabotage. The amendment required reactor licensees to install vehicle control measures, including vehicle barrier systems, to protect against the malevolent use of a land vehicle.
On February 28,1995, Consumers Power Company submitted to the NRC a summary description of the proposed vehicle control measures as required by 10 CFR 73.55(c)(7), and the results of the vehicle bomb comparison as required by 10 CFR 73.55(c)(8).
Attached is Revision 1 of the summary description of the proposed vehicle control measures. This revision corrects an omission in the information provided in the previous vehicle bomb comparison and provides additional information for other issues identified iri that comparison. It also identifies changes to the vehicle barrier design which have been made to address specific site conditions.
