Dear Mr. Johnson:

Attached please find the Semi-Annual Radioactive Effluent Release Report for the Fort St. Vrain Nuclear Generating Station.

This report covers the period January 1,1984 through June 30, 1984, and is submitted pursuant to Section 7.5.le of the Fort St. Vrain Technical Specifications, with the following caveat: In light of the fact that Amendment 37 to the Fort St. Vrain Technical Specifications was implemented effective January 1, 1984, as.was the Offsite Dose Calculation Manual, doses from primary effluent pathways for calendar. q year 1983 are not included in this report. It is our interpretation of the requirements of Section 7.5.le that the report for the first half of 1985 will be the first report required to include doses for the previous calendar year (i.e.1984). Please note that the maximum total dose for the first six months of 1984 is calculated to be approximately 8.0E-02 mrem which is well below the 25 mrem limit contained in 40 CFR Part 190. Based on an analysis of the effluent releases made in 1983, it is concluded that 40 CFR 190 limits were not exceeded in 1983. If our interpretation of the portion of Section 7.5.le does not match yours, please inform us immediately.
