Commitment Change to Conduit Hanger Installation and Inspection Program

Dear Mr. Keppler:

On November 10, 1981, Illinois Power issued a final report (letter, L. J. Koch to J. G. Keppler, U-0307) to the NRC documenting corrective action commitments to resolve a 10CFR50. 55 (e) reportable deficiency involving inadequate control of electrical raceway hanger installation.

The corrottive action commitments were:

(a) Each hanger will have a unique traveler and Electrical Em.3> cr Drawing (EHD) containing the necessary information to construct and inspect a hanger with minimal reference to other documents.

(b) Approved alternate selections to be made by BA Engineering with concurrence from BA Technical Services and Quality Control.

(c) Detail changes, other than approved alternate selections, Request to be made only via an approved Field Change (FCR).

These commitments were applicable to the electrical raceway installation which includes the conduit hangers.

i Illinois Power has evaluated the current program of electrical raceway installation and we are revising our documentation method for installing and inspecting conduit hangers.

2- August 31, 1984 The program change involves the elimination of individual' Electrical Hanger Drawings (EHDs) for every conduit hanger. This_' change-is possible since there are several conduit -

hanger types _which allow alternate designs. These alternate

' designs-will now be issued on a series of drawings by Sargent &

Lundy.

When the hanger type specified by S&L on the Electrical Installation Hanger (EIH) Drawings cannot be installed due to interferences, the constructor can substitute one ofLthe pre-approved alternate hanger types. The alternate hanger will be specified on the travelers for craft and inspection use.

Individual travelers will continue to be used'for each conduit

' hanger.

The program will provide a streamlining of information given to the craft and inspection personnel and eliminate the confusion on the use of specified alternate or optional connections because of the new typical hanger design by S&L.

This letter is submitted to inform you of Illinois Power's intent to revise a previous program commitment. I trust that it is sufficient-for your evaluation.
