SAFETY EVAWAIION _BY THE OFFICE _OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT N0.169 TO FACILITY OPERATING LICENSE NO. DPR-32 AND AMENDMENT N0.168 TO FACILITY OPERATING LICENSE NO. DPR-37 VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION. UNIT NOS. 1 AND 2 QOfKET NOS. 50-280 AND 50-281
1.0 INTRODUCTION
By letter dated November 7, 1991, Virginia Electric and Power Company (the licensee) requested changes to Technical Specifications (TS) Section 6 for the Surry Power Station, Units 1 and 2.
The proposed TS changes would remove language describing, or committing to, any previous operator training programs to reflect the fact that the training programs at Surry Power Station, Units 1 and 2 have been accredited and developed using a systems approach to training (SAT) in accordance with Generic Letter (GL) 87-07, "Information Transmittal of Final Rulemaking for Revisions to Operator Licensing - 10 CFR 55 and Conforming Amendments." Ther.e changes would also delete reference to the March 28, 1980 NRC letter and substitute the licensee's SAT-based accredited training programs.
2.0 BACKGROUND
Surry Power Station received accreditation for initial and requalification training of licer ed operators and senior operators on November 14, 1985.
Accreditation for the Shift Technical Advisor Training _ Program was received on August 26, 1987.
GL 87-07 requires written notification from the licensee that the substitute programs are accredited and, in the case of I
requalification training programs, certified to be SAT-based. Written notification of the accreditation of the Surry Power
'ation operator training programs was made to the N ". in accordance with GL f 7 by letter dated l
March 20, 1989.
l 3.0 EVALUATION l
l The proposed changes apply to Sections 6.1.B.1, 6.1.B.2 and 6.1.B.3 of the TS l
for the Surry Power Station.
The modification to Section 6.1.B.1 deletes l
reference to the NRC letter of March 28, 1980.
The change to Section 6.1.B.2 allows substitution of the accredited training programs (including Shift Supervisor, Assistant Shift Supervisor, Control Room Operator-Nuclear, and Shift Technical Advisor) for the previous training requirements.
The revision to Section 6.1.B.3 redefines the responsibility of the Manager-Nuclear Training to encompass the responsibilities for the retraining and replacement i

programs that have achieved accreditation, and the responsibility for maintaining accreditation.
The proposed changes have been determined to be administrative in nature, and are consistent with the guidance in fiUREG-i262.
The March 28, 1980 NRC letter is made absolete by the implementation of the proposed accredited and cartified training programs per GL 87-07.
The previous requirements for Shift Technical Advisor in Section 6.1.B.; are also deleted and replaced with the accredited training programs that include Shift Supervisor, Assistant Shift Supervisor, Control Room Operator-Nuclear, and Shif t Technical Advisor.
The revision to Section 6.1 B.3 is required to assure implementation and maintenance of the training programs for the Surry Power Station.
4.0 SUMitAPJ The staff has reviewed the licensee's proposed revisions to TS Sections 6.1.B.1, 6.1.B.2 and 6.1.B.3 and has found them to be consistent with the E idance of 10 CFR Part 55, GL 87-07, and flVREG-1262.
Therefore, the staff finds the proposed revisions to be accertable.
q 5.0 STATE CONSUL 1Al10tl in acc.ordance with the Commission's regulations, the Virginia State official was notified of the proposed issuance of the amendments.
The State official had no comment.
6.0 ENVIRONMENTAL CONSID(RATION The amendments relate to changes in recordkeeping, reporting, or administrive procedures or requirements. Accordingly, the amendments meet the eligibility criteria 'or categorical exclusion set forth in 10 CFR Part 51.22(c)(10).
Pursuant to 10 CFR Part 51.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of these amendments.
7 7.0 CONCLUS10fj The Commission has concluded, based on the considerations discussed above, that:
(1) there is ret r nable assurance that the health and safety of the public will not be endangared by operation in the proposed manner, (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of these amendments will not be inimical to the common defense and security or to the health and safety of the public.
