j VIRGINlA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNITS 1 AND 2 NORTH ANNA POWER STATION UNITS 1 AND 2 10 CFR 73.55(c) - PROTECTION AGAINST MALEVOLENT USE OF VEHICLES AT NUCLEAR POWER PLANTS On August 1,1994, the NRC issued a final rule (59 FR 38889), Protection Against Malevolent Use of Vehicles at Nuclear Power Plants. Our response (Serial No.94-473) dated February 28,1995 included a summary description of the vehicle control measures and the results of our comparison of vehicle control alternatives with protection goals, in that letter, we also confirmed that the vehicle control measures selected for implementation at Surry and North Anna meet the design goals and criteria specified by the NRC.

In the summary and site-specific details enclosed in Attachment 1 of the February 28, 1995 letter, a portion of the vehicle barrier system was described as an " active" barrier.

As discussed in a telephone conversation between Mr. M. L. Bowling of my staff and Mr. D. B. Matthews of the NRC on December 6,1995, it is our intent to implement the vehicle control measures as previously committed.

However, due to schedule difficulties associated with implementing the " active" barrier design, we will initially install a temporary, " passive" barrier at one North Anna location in order to meet the implementation date required by 10 CFR 73.55(c)(9)(ii). The temporary barrier is designed to meet the same design goals and specified criteria. Installation of the active barrier is presently scheduled to be completed in May 1996. The temporary, passive barrier will remain in place until that time.

e In addition, should inclement weather impact completion of the active barrier locations at Surry, temporary passive barriers will be utilized in order to meet the implementation schedule. Installation of the active barriers will continue with the temporary, passive barriers remaining in place until the active barriers are operational.
