Please find attached Supplement No. 3 to Special Report (SPR)84-001 for the Virgil C. Summer Nuclear Station. This Report was initially submitted by the Licensee on February 9, 1984, in accordance with the requirements of Technical Specification 6.9.2 as a re'sult of entry into Action Statement (a) of Technical Specification 3.7.10, " Fire Rated Assemblies," on January 10, 1984.

O' R3 illy SPR 84-001, Supplcment No. 3 Page Two July 27, 1984 ACTION TAKEN On January 10, 1984, an engineering review of station drawings identified a potentially inadequate HVAC supply for Chilled Water Pump Rooms " A" and " C" located in the Intermediate Building. A voluntary entry into Action Statement (a) of Technical Specification 3.7.10, " Fire Rated Assemblies," was subsequently made when the doors of the rooms were opened to ensure adequate cooling from an essential HVAC source.

A review of the equipment qualification was then initiated to determine if area heat loads would af fect the 40-year qualified life of the motors. Initial analytical work involving the Chilled Water Pump environment was completed on March 28, 1984, to the extent where the Licensee was able to determine that a qualified life of at least eight (8) years under design conditions could be expected for the components. Based upon the analytical results, the Licensee closed the fire doors and initiated an in-plant testing program designed to provide engineering data for resolution of questions on equipment qualifications and determination of substantial safety hazard per criteria of 10CFR21.

On July 12, 1984, the testing program and analytical work for the Chilled Water Pump Room heat transfer model was completed.

Engineering has concluded that the equipment qualification is not degraded and that the Chilled Water Pumps would function properly during a design basis event with loss of the non-essent'al HVAC.

Based upon this conclusion, the event does not constitute a substantial safety hazard per 10CFR21.

CAUSE OF THE OCCURRENCE The original design basis for the pumps in these rooms did not require essential (Nuclear Safety Related) HVAC. However, a design modification completed in December 1983 changed the pumps from Chem Pumps, which do not require external cooling, to forced draf t cooled pump motors supplied by Union Pump Company. During the preliminary stages of the design change, the potential need for additional area cooling to support operation of the replacement pumps was considered; however, the analytical work to fully document the issue was not completed because of personnel error.

PLANS AND SCHEDULE FOR RESTORING TO OPERABLE STATUS The fire doors were restored to operable status on March 28, 1984.

No additional action is planned by the Licensee.
