TO AREAS NORTHWEST OF TMI AT REQUEST OF NRC STAFF On August 30, 1984, about noontime, Dr. Travers of the NRC Staff f at TMI called us to request the locations where we measured 0.1 mr gaanns radiation on the ground. Subsequently, we contacted the owner of the property and obtained his permission to bring representatives of the NRC, DER and EPA. We also contacted two other persons who expressed great interest in an inanediate evaluation of any hazard of their residential environment.

At 4 p.m. on the same day, we met with Dr. Travers and David Collins of the NRC, Margaret Reilly of DER and Dr. Kirk and Tom Woolley of EPA.

We went with these representatives to each of three locations northwest {

j of TMI. These representatives brought along radiation detection equipment, including, at our request, the Newberry Township detector which was one of two devises used to obtain our measurements in May of this year. Mr. Collins carried the Newberry Township devise as well as NRC's. We neither requested nor were provided any information concerning the calibration of any of these 1

instruments. EPA and DER also brought along counters for alpha radiation )

.4 At each of the three locations, the agency devises measured between 0.005 and 0.010 mr gasuna. The Newberry Township devise measured "two to three" times greater amounts, according to Mr. Collins.

" At the first location, the DER devise emitted rapid audible signals y

at a downspout, however this evidence @as -not verified by the EPA devise.

At the second location (where we had obtained 0.1 - 0.3 mr readings in May of this year using the Newberry devise and a private devise), the ground had been disturbed by a bulldozer in landscaping. (We did not accompany the representatives making measurements because of the muddy grcund and the refusal of NRC to provide protective foot coverings before venturing in areas where we believe there is dangerous radioactive contamination.)

At the third location, at our suggestion, Dr. Kirk examined the porch railing with an alpha detector. The detector responded with a weak, but constant, signal over the entire length of the railing which ran the length of the house, except for an area about two feet in width. The resident, who was not aware of the measurements, weemushu*go indicated. TM WJS where she had leaned over the railing when engulfed in the wave of warm air on the evening of March 30, 1979 (an experience which is related in Affidavit 6 of our motion)--an experience which can be reasonably be explained as insult from a radioactive plus.e from TMI-2.

f Mr. Collins requested permission to return to the third residence to make additional observations. He and Dr. Kirk agreed that the matters we have raised need to be investigated further.
