TRANSMITTAL OF SEPTEMBER 4,1984 AFFIDAVIT OF VINCENT S. BOYER, SENIOR VICE PRESIDENT, NUCLEAR POWER, PHILADELPHIA ELECTRIC COMPANY, RELATING TO SCHEDULE FOR FUEL LOADING On June 20, 1984, the Atomic Safety and Licensing Board ordered the Applicant to submit periodic affidavits regard-ing its estimated date for fuel loading of Limerick, Un'it 1.

Tr. 12285. The attached " Affidavit of Vincent S. Boyer, Senior Vice President, Nuclear Power, Philadelphia Electric Company," executed on September 4, 1984 is responsive to that request. The original affidavit will be transmitted to the Docketing and Service Section of the Public Proceedings Branch of the Office of the Secretary when received.

3. Applicant's estimated fuel loading date is based upon the current oogistion status of plant construction, testing and startup activities as j

determined at monthly Project Review Meetings, weekly Integrated schedule <

j Review Meetings and weekly Project Startup Test Results Review Meetings (the t

most recent of which was held on August 30,1984) and our understanding of the 3 status of HitC Regkm I efforts directed toward a determination of operational ,

readiness for fuel load.

construction of the plant la essentially coeplete. noting of plant systems is proceeding on schedale and is expected to be cmpleted during the first week of september,1984. Internal reviewe and documentation of the test program are proceedang on an accelerated schedule.

Surveillance tests have been initiated by the operating shifts.
