aRANCH AFFIDAVIT OF VINCENT S. BOYER SENIOR VICE PRESIDENT,_IUCLEAR POWER PHILADELPHIA ELECTRIC 00MPANY Vincent S. Boyer being first duly sworn according to law deposes and states:

My name:is Vincent S. Boyer.
I am Senior Vice President, Nuclear Power, of Philadelphia Electric Company. In this position I have overall responsibility for the nuclear power activities of the Company including Limerick Generating Station.

I have reviewed my previous affidavits filed in response to the Board's requiremerts (Tr 12,285). Our current review leads me to believe that the estimated fuel load date for Limerick 1 will fall between September 15 and September 30, 1984.

Applicant's estimated fuel loading date is based upon the current coupletion status of plant construction, testing and startup activities as determined at monthly Project Review Meetings, weekly Integrated Schedule Review Meetings and weekly Project Startup Test Results Review Meetings (the most recent of which was held on August 30, 1984) and our understanding of the
. status of NRC Region I efforts directed toward a determination of operational

readiness for fuel load.

Construction of the plant is essentially couplete. Testing of plant systems is proceeding on schedule and is expected to be conpleted during the first week of September, 1984.
Internal reviews and documentation of the test program are proceeding on an accelerated schedule. Surveillance tests have been initiated by the operating shifts.

NRC Region I must yet make a determination as to the state of operational readiness of the facility for fuel load. The progress of plant construction and testing activities since the filing of my earlier affidavits
'and our understanding of the status of NRC Region I activities support a fuel load date of between September 15 and Septenber 30, 1984.
