SCOPE AND OBJECTIVES BASIS SCOPE The 1996 DAEC Emergency Preparedness Exercise scheduled for April 9 and 10,1996 will i
test and provide the opportunity to evaluate IES Utilities Inc., State ofIowa, and Benton, Linn, and Buchanan Counties' emergency plans and procedures. The exercise will test each organization's ability to assess and respond to emergency conditions, and to coordinate efforts with other agencies to protect the health and safety of the pubhc.

Whenever practical, this exercise will incorporate provisions for " free play" on the part of the i
participants. The scenario, as driven by the DAEC Control Room Simulator, will depict a simulated sequence of events resulting in a radiological release of a magnitude sufficient to warrant the mobilization of State and local response agencies.
OBJECTIVES l
The DAEC 1996 Emergency Preparedness Exercise Program objectives are based on the NRC requirements delineated in 10 CFR 50.47 and 10 CFR 50 App. E. Additional guidance in NUREG-0654 FEMA-REP-1 Rev.1, NUREG-0696, and NUREG-0737 Supp. I was utilized in developing these objectives.
This exercise will include participation from Benton, Linn, and Buchanan Counties, and the State ofIowa. Offsite objectives are based on the FEMA Exercise Manual and the Exercise Evaluation Methodology, FEMA-REP-14 and FEMA-REP-15 respectively.
Please note that the warning system sirens for the DAEC Emergency Planning Zone will not be sounded for the exercise, and the area EBS Station will not be broadcasting simulated emergency messages during the exercise.
The purpose of this exercise is to evaluate the integrated capability of a major portion of the basic elements of onsite and offsite emergency response plans and emergency response organizations. Specific objectives to be demonstrated during this exercise are listed in the following documents.
