Dear Mr. Meyer:
Toledo Edison (TE), a subsidiary of Centerior Energy. is partial owner of and is responsible for operation of the Davis-Besse fluclear Power S t a t ion.
Toledo Edison has been authorized f or power operation of the Davis-Eesse liuclear Power Station since April 19.77.
As e 10 CFR 50 licensee, Toledo Edison has a vested interest in any policies the U.S.
!IRC may adopt which can affect the management and operation of a commercial nuclear power plant.
Toledo Edison has reviewed both the draft report f a r c omment en shutdown and Low Power Operation at Commercial fluelea r Power Plant s in the United States, !3UREG-1449, dated February 1991, f'2E Log tiumber 3589) and the comments draf ted on belialf of the auclear power industry by the Nuclear Management and Resources Council (tWMARC ).
