Dear Mr. Eisenhut:
On Thursday, August 23, 1984, while attending a meeting with the Region IV Nuclear Regulatory Commission staff, two members of my staff inquired about the rumored issuance of a generic letter pertaining to diesel generators and how it might affect Public Service Company of Colorado (PSC). My staff members were presented
.with a copy of Generic Letter 84-15, Proposed Staff Actions to Improve and Maintain Diesel Generator Reliability. This document, dated July 2, 1984, requested that information be furnished, under oath or affirmation, no later than 90 days from the date of the letter. Public Service Company obtainec the Generic Letter 52 days after the date of the letter.
Requests.for extension were required to be submitted no later than 45 days from the date of the letter.
This situation was discussed with the Nuclear Regulatory Commission Project Manager for Fort St. Vrain, Mr. Phil Wagner.
He indicated that the apparent oversight in not mailing the Generic Letter to PSC was due to problems internal to the Nuclear Regulatory Commission distribution system and that the 90 day response ~ period /45 day request for~ extension period should, in our case, begin August 23, 1984.
This letter confirms our discussion with Mr. Phil Wagner and provides PSC's commitment to respond to Generic Letter 84-15 no later than 90 days from August 23, 1984, or submit a request for extension no later than 45 days from August 23, 1984.

, To prevent fluke oversights in the distribution system for Generic Letters from going unnoticed for such long periods of time, perhaps a
" List of Recently Issued Generic Letters" listing similar to that
.provided with I&E Information Notices could be provided with Generic Lette;s.
Had 'such a system been in place, we would have discovered the issuance of Generic Letter 84-15 ~when we received Generic Letter 84-15 earlier in August.
