Dear Mr. Schwencer:
We are pleased to provide the following information to support the resolution of SER license condition #7.
Pursuant to - your request in Reference. (1), the Enclosure (1) report has been revised to address concerns identified in your draft technical evaluation report (TER) on the control of heavy loads (Phase II). 'Ihe TER was transnitted with Reference (1).
Our revised report demonstrates empliance with the guidelines of Sections 5.1.2 through 5.1.6 of NUREG-0612, " Control of Heavy Ioads at Nuclear Power Plants" (Phasa II).
Consistent with SER License Condition #7, the Enclosure (1) procedure for the mntrol.of heavy loads will be fully inplemented before startup after the second refueling outage. However, consistent with our Reference :(2) ommitments, before the standby gas treatment i
system (SGTS) is mu=cted to the refueling floor, we will handle any load over irradiated fuel in acmrdance with the appropriate Enclosure (1) procedures.
