Dear Dr. Murley:
Iowa Electric Light and Power Company has revised the Duane Arnold Energy Center (DAEC) Security Plan.
This change reorganizes and consolidates the Plan, but does not alter physical security at the DAEC.
This revision has been made pursuant to the provisions of 10 CFR 50.54(p).
The revised Plan is reflected in the enclosed Revision 28 wh'ch has been reviewed in accordance with the requirements of 10 CFR 50.54(p).
We have determined that this revision does not constitute a decrease in the overall safeguards effectiveness of j
the Security Plan.
A description of the change and a copy of car evaluation are attached. contains a description of the changes made in this revision and Attachment 1 is our evaluation of the changes with respect to 10'CFR 50.54(p). is the revised Security Plan.
The Contingency Plan and Training and Qualification Flan are not includedJin this change although they have been shifted from Appendix B to Appendices E and F.
The only changes would have been to the page numbers and since those Appendices will be rewritten next, they will be reissued at that time.
Also, the drawings, Figures 1 through 6, will be transmitted under separate Cover.
