. Stack and Vent Stack Radiation Monitoring Systems
Dear Sir:
In your letter dated June 13,1995, the U. S. Nuclear Regulatory Commission (USNRC) approved License Change Request (LCR) No. 93-13 (Amendment Nos. 204 and 207) concerning the Implementation of the Main Stack and Vent Stack Radiation Monitoring Systems at Peach Bottom Atomic Power Station (PBAPS), Units 2 and 3. Recently, it has been determined that the Maln. Stack Radiation Monitoring System (Modification 5386) will not be installed prior to the implementation of the improved Technical Specifications (ITS) as originally anticipated. To address this issue, PECO
, Energy requests that appropriate pages of the ITS be annotated and re-issued to reflect both the pre-and post modification scenario. Both scenarios have been approved by the USNRC.
Annotating the pages, as shown in Attachment 1, will allow PECO Energy the flexibility to install the modification without the need for additional Ilcensing actions. As stated in the USNRC's June 13, 1995 Safety Evaluation, the license amendment will be implemented upon Installation of the main stack radiation monitoring equipment. Included in Attachment 2 are the revised ITS Bases changes which address the annotations. These Bases changes were reviewed in accordance with 10 CFR 50.59. The information provided below provides the licensing history concerning this issue.
PECO Energy submitted LCR No. 9316 requesting changes to Appendixes A and B of the Facility
. Operating Licenses for PBAPS, Units 2 and 3. This LCR proposed an overall conversion of the current PBAPS Technical Specifications (TS) to the ITS, as contained in NUREG 1433, " Standard
- Technical Specifications, General Electric Plants, BWR/4." This LCR did not reflect the incorporation 3-of Modification 5386 to the Main Stack Radiation Monitoring System. In a letter dated November
- 17,1994, as supplemented in a letter dated March 30,1995, PECO Energy submitted LCR No. 93-13 which requested changes to the current TS to support the implementation of the Main Stack and Vent Stack Radiation Monitoring Systems. These changes involved revisions to the Limiting Conditions for Operation, Surveillance Requirements and the associated Bases, to incorporate the addition of Main Stack and Vent Stack Radiation Monitoring Systems. These changes included, in part, a change to the Main Stack Noble Gas Monitors' trip setting, which revised the value from i

As a part of Revision A to LCR 93-16, submitted to the USNRC on May 16,1995, PECO Energy revised the iTS to reflect the allowable value of the " Main Stack Monitor Radiation - High' from s 1 x 10' counts per second to
- s 2.0 x 10-' pCl/cc. In Revision D to LCR 9316, submitted to the USNRC on July 21,1995, the channel calibration surveillance frequency was revised from 12 months to 18 months. In letter dated June 13,1995, the USNRC approved LCR No. 9313 to be effective upon implementation of the main stack radiation monitoring equipment. In a letter dated August 30,1995, the USNRC approved LCR No. 9316 to be effective within 150 days.
We request that the attached ITS pages and Bases be re-issued by January 5,1996 to support the implementation of the ITS on January 11,1996. If you have any questions, please contact us.
