Dear Mr. Congel:

Enclosed is a copy of the final exercise report for the October 23,

1991, full-participation plume and ingestion exposure pathway exorcise of the of f site radiological emergency response plans site-specific to the Waterford 3 Steam Electric Station.

The State of Louisiana and the Parishes of St. Charles, St. John the Baptist.

St. James, and Tangipahoa participated fully in the exercise.

The final exercise report was prepared by the Region VI staff of the Federal Emergency Management Agency (FEMA).

A copy of this report has been provided to the State of Louisiana.

There were no Deficiencies identified during the October 23, 1991, exercise.

There were, however, six Areas Requiring Corrective

.iction (ARCA) identified during this exercise for St.

Charles Parish.

These ARCAs will be corrected on or before the next scheduled biennial exercise.

Based on the results of the October 23, 1991, exercise, the of f site radiological emergency response plans and preparedness for the Waterford 3

Steam Electric Station are adequate to provide reasonable assurance that appropriate measures can be taken of fsite to protect the health and safety of the public in the event of a radiological emergency at the site.

Therefore, the Title 44 CF7, Part 350 approval of the offsite radiological emergency response plans and preparedness site-specific to the Waterford 3 Steam Electric Station, granted on July 15, 1985, will remain in effect.
