Dear Mr. Weber:
1 This letter provides additional information regarding the Technical Basis Document (TBD) package submitted on November 15,1995 (Reference 1). This TBD package describes instrumentation developed by the Scientific Ecology Group (SEG) for surveying internal piping system surfaces at Fort St. Vrain.
The Westinghouse Electric Corporation is applying for patent protection for this survey instrumentation and requested that much of the information in the TBD package be withheld from public disclosure. During discussions with Messrs. Clayton Pittiglio and 1
David Fauver of your staff, Public Service Company of Colorado (PSCo) and SEG agreed to provide a revised TBD package, with more extensive information available for public review, after the patent application is filed.

Until the revised TBD package is submitted, PSCo requests that the NRC continue your review of our proposed methods for surveying piping systems, submitted in Reference 2, using the survey instrument descriptions contained in the Reference 1 TBD submittal.
