This practice has proven valuable during past exercises. It serves to apprise the evaluation team of any changes in scenario or objectives and to attain a mutual understanding of the scope of the exercise. The post-exercise briefing is the work session involving the evaluation team, your representative and the state and local governments. , The post-exercise meeting also includes the public and the media. W      er, RAC Chairman Subj ect :            Point Beach Nuclear Plant Exercise, September 11, 1984 The 1984 Point Beach Nuclear Plant radiological emergency preparedness exercise will be conducted on September 11, 1984. The pre-exercise briefing is scheduled for 1:30 p.m.,          Monday September 10, 1984, and will be held at Budgetel Motel, 908 Washington Street, Maniatowoc, Wisconsin. All Federal evaluators, except the evaluator assigned to the State EOC in Madison, are to attend.

Following the exercise, all evaluators are to meet with the Exercise Evaluation Team Chief at 8:30 a.m., Thursday, September 13, 1984,

when the teams present their preliminary findings and reports. This meeting will also be held at Budgetel }btel. The post-exercise briefing will be held at the Budgetel Motel at 1:30 p.m., Thursday, September 13, 1984 This briefing is a work session in which exercise observations will be compared to the requirements of the site-specific off-site emergency plans and NUREG-0654, FEMA REP-1, Revision 1. Attendees will be the Evaluation Team Chief, State Team leader, County Team Leaders, Regional Assistance Committee members, NRC on-site team Leader, utility representatives, and State and Local representatives responsible for and directly invsived in radiological emergency planning as designated by the State Director. , A post-exercise meeting is scheduled for 7:30 p.m., Thursday, September 13, 1984. This meeting will be held at the Senior j Citizens Center, Two Rivers, Wisconsin. The purpose of t.his t meeting is to discuss the evaluation of the exercise. Attendance may include those who attended the post-exercise briefing, additional State and local exercise participants - and/or staff, utility staff, and interested persons from the l public and media. r 1 r' .g PARTICIPANTS Exercise participants include the State of Wisconsin, (partial participation), Kewaunee County (full participation), Manitowoc County (full participation) and Wisconsin Electric Power Company. OUTDOOR WARNING SYSTEM The outdoor warning system for the Point Beach Nuclear Plant will not be sounded during this exercise. The record of the most recent monthly test of the system will be included as part of the exercise report. The Certification Demonstration for this system is tentatively reheduled during January,1985. LODGING The evaluator assigned to the State EOC in Madison will make his own arrangements for the night of September 10, 1984. Lodging has been arranged for all evaluators at the Budgetel Motel, 908 Washington Street, Manitowoc, Wisconsin, (414) 682-8271 Each evaluator must make individual reservations by September 1,1984 Please identify yourself as part of the " FEMA group". The single room rate is $24.95 plus 5% tax. This is a commercial rate ex-tended to our group. TRANSPORTATI,0N A. Air: With the exception of the evaluator assigned in Madison, all evaluators should plan to arrive by air at the Green Bay, Wisconsin, airport prior to 11:00 a.m., September 10, 1934 Air reservations for FEMA employees must be made through SATO. Evaluators from agencies other than FEMA are responsible for their own reservations. FEMA employees in Battle Creek will be on Republic Flight 653 leaving Chicago O' Hare at 0925, September 10, 1984 Return: It is intended that evaluators who do not need to attend the post-exercise briefing and post-exercise meeting will be released by 12:00 noon September 13, 1984, to return home. Evaluators who remain for the briefing and meeting should plan their return Friday, September 14, 1984 B. On Tuesday, Septe ber 11, 1984, the State of Wiscensin, in conjuncticn with Manitcuce and Kewaunee counties and the Wisconsin Electric Power Ccrpar:y (WEPCo) will exercise its Radiological hrgency Resp::nse Plan in support of a sinnlated incident at the Point Beach Nuclear Pcwer Plant. This will be a partial carticioation exercise for the State of Wisconsin, althcugn Minitoaoc and Ke.aunee counties will be fully exercised. It will be a daytire exercise conducted during norr.al werking hours. The cbjectives for this er.ercise are hereaith cutmitted under the provisions of FFA Guidance Menorandu:n 17. These objectives have been develcped in consultation with the utility and the ccunties.. 1. Danonstrate ability to rchilize staff and activate facilities promotly.

STATE OF WIS33NSIN Since this is a cartial rarticication exercise, most State agencies will not be involved. The Wisconsin Division cf E::ergency Goverm.ent (DEG) will use its own staff to si=.: late nest state agency activities in the State Emergency Cperating Center (ECC) in Madison. 'Ibe Departnent cf Health and Social Services (riiSS), Section of Radiation P ctec ion staff will be used to (1) handle the radiological control /dase assessnent function in the State ECC (see Objective 2); (2) provide technical support to the State Public Infomatien Officers (PICS) at the Joint Public Inforation Center (JPIC) (see Objective 24); and (3) carry cut field sampling / monitoring activities in the vicinity of the nuclear power plant (see Objective 27). Additional PIO's frcm other state agencies will also be used to support . the public infomatien function (see Objecives 24 and 25). State ECC activities should net be enluated during this exercise, except as to the adequacy of their support for County and Utility exercising. KEMAUNEE COWEY Eewaunee County will fully actinte its KC in Algcma and will carry out warning and staff call-up procedures as - cutlined in Tab B of the Kewaunee County Plan (ATTACEMENT V to the State Plan). An evacuation is planned (see Objective

15) which will require the activation of the County's reception center (see Objective 27) and one congrecate care facility (see Obj,ective 28).

MANIKWI COUhTY mnitowoc County will also fully activate its B3C in m nitcwoc and will carry out warning and staff call-up procedures as outlined in Tab B of the Manitcwoc County Plan (MTACFMENT W 'to the State Plan) . An evacuation is planned

6. Demonstrate ability to mobilize and deploy field monitoring teams in a timely fashion.

M::bilization and deploynent cf field teams is a State responsibility. Field teams will be cchilized and deployed. Ecuever, since they will be pre;csitioned, the timeliness of field team mobilization and deployment will not be 6exonstrated. We nchile laboratory van will be prepositioned at the Manittwoc County K:C, but will only be used for direction of and ccm unication with the field teams.

7. Denonstrate appropriate equip:ent and procedares for determining ambient radiation levels.

mis is a State responsibility. Two field sampling / monitoring teams will be deployed. One of these is to be for training purposes only and shculd not be evaluated. A third team will be depicyed for training on the distribction and collection of thermoleninescent 60simeters (TLDs) and should not be evaluated.

8. Denonstrate appropriate equipment and prccedures for neasurement 7

of airborne radiciodine concentrations as icw as 10 tci/ C in the presence of noble cases. bis is a State res;cnsibility. Equipnent and procedures for field measarements will be denonstrated by the 6esignated field team and nay be evaluated.

9. Danonstrate appropriate quipment and procedures for colleion, transport and analysis of sanples of soil, vegetation, water, and milk.

mis objective is a State res;cnsibility. Collection and transport of samples has been denonstrated in previous exercises and should not be evaluated. Sarple analysis will be denonstrated in a separate test of the Wisconsin State Lateratory of Bygiene in Midison during the week of August 13, 1984, with evaluation results to be included with this exercise.

10. Denonstrate ability to project dosage to the public via plume exposare, based on plant and field dita, and to determine appropriate protective measures, based on PAG's, available shelter, evactation tine estimates, and all other appropriate factors.

This is a County responsibility and will be denonstrated by simalation according to procedures outlined in Tab B cf the Kewaunee and Panitome County Plans (ATIACEMENTS V and W to the State Plan) . D e sirens will not be activated during this exercise, but evidence of the success of the nest recent test of the sirens will be provided by both Counties. Other warning devices, as identified in the County Plans,

                         . will be activated. Activation of the Emergency Broadcast Systen (EES) and brcadcast of EBS messages will be simulated. Upon reccmmendation frcm the State EDC, all public alerting actions will be initiated by the two county sheriff s, after appropriate coordination has occurred.

14. Demonstrate ability to formulate and distribute appropriate instructions to the public, in a timely fashion.

mis is a County responsibility. Evacuations in both Kewaunee and Manitowoc Counties (see Objective 15) will be carried cut using one basicad cf students (approximately 20-30) in each County. -

20. Denonstrate ability to contintrusly moniter and control emergency worker exposure.

                         'Iwo Rivers, Wisconsin. All media briefings will be held at the JPIC after appropriate consultation between the State, County and Utility PIO's. A County PIO liaison will be dispatched to the JPIC to assist in the provision of                               ,

inferration on local conditions. A DISS representative will be available to provide technical infor: ration, analyze Utility data, and answer questions as needed. Pablic inferration activities will be conducted under the provisions of ATIAGMENT D to the State Plan and Tab D of , l the County Plans (ATIACEMDES V and W to the State Plan).

25. Denonstrate ability to provide advance coordination of infouratien released.

News releases on off-site conditions and the status of off-site res;cnse activities will be made fran the JPIC , under the direction of the State PIO's in consultation with l County and Utility representatives. One congregate care facility will be opened in lenitowoc Coanty at a l'ocatien yet to be determined. Attached is our response to the list of deficiencies in FEMA's Exercise Report on the exercise of off-site radiological emergency preparedness plans for the Kewaunee Nuclear Power Plant, conducted on November 1, 1983. While we have responded to these deficiencies, I would like to express my concern about.the way in which several recent changes in administrative procedures have been introduced by FEMA. The first of these relates to the institution of the use of the 35 exercise objectives as outlined in the McLoughlin memo of August 5, 1983. A copy of this document (the memo terms it to be " interim") was delivered to us by Dan Bement last Fall and we were told that the objectives contained therein would be tested at the Kewaunee Exercise. In practice, they have become the basis for both the recent Prairie Island Exercise and for the upcoming exercise at LACBWR. FEMA, however, has never formally informed the State that this is now established policy. Is it? , Even more significant is the policy change which is implied by the Kewaunee Report. Previously, state and local governments had only to prepare a written response and schedule of corrective actions to "significant deficiencies" identified in the exercise report (now called " Deficiencies Affecting Public Health and Safety"). Other concerns of lesser importance and termed " minor deficiencies" did not require a response. (These are now identified as "other deficiencies" in the Kewaunee Report).
