The previously transmitted copies of this plan are superseded in their entirety by the attached copies.

The attached document contains safeguards Information in accordance with 10CFR73.21 and therefore should be withheld from public disclosure. This letter, when separated from the attachments, does not contain Safeguards Information and should be handled as decontrolled.
