Extension of Completion Date For Revision of Controlled Materials Program Gentlemen:

Toledo Edison (TE) responded to a Notice of Violation (346/95005-03)

J involving inadequate control of consumable materials by letter dated August 23, 1995 (Serial Number 1-1080). The corrective actions to prevent recurrence identified in Serial 1-1080 included enhancement of the Davis-Besse Controlled Materials Program (CMP). By letter dated September 8, 1995 (Log Number 1-3610), the Nuclear Regulatory Commission (NRC) acknowledged receipt of TE's response and, at that time, identified that no further information was requested.

Further enhancements to the CMP have been identified which include the development of a new Plant Product Database such that the completion date of December 15, 1995 identified in Serial 1-1080 for revision of the CMP cannot be supported. Training of affected personnel, additional procedure changes, and installation and implementation of the Plant Product Database, as well as the originally identified j

enhancements to the CMP will be completed by March 1, 1996.

Extension of this completion date has been discussed with the Davis-Besse NRC Senior Resident Inspector.
