Clinton Power Station Unit 1 Extension of Construction Permit No. CPPR-137

Dear Dr. Denton:

In letters U-0286, dated August 31, 1981, and U-0467, dated April 23, 1982, Illinois Power Company (IP) requested that the latest date for completion of construction of Clinton Power Station (CPS), as specified in Construction Permit No. CPPR-137, be extended from October 1, 1981 to October 1, 1984. The Nuclear Regulatory Commission (NRC) granted this request on June 7, 1982. (See 47 Fed. Reg. 28185, June 29, 1982.) IP, on behalf of itself and as agent for Soyland Power Cooperative, Inc.,

and Western Illinois Power Cooperative, Inc., hereby requests that the latest date for completion of construction of CPS be further extended to October 1, 1986.

10 CFR 50.55(a) of the Commission's regulations states that each constructor shall state the earliest and latest date for completion of construction. As we informed you in letter 0982-L dated May 24, 1983, IP has revised its fuel load date from January 1984 to January 1986.

Nevertheless, to allow for unexpected centingencies, IP is requesting that the latest completion date be extended to October 1, 1986 pursuant to 10 CFR 50.55(b).

The following factors constitute the basis for extension of the latest completion date:

1. In 1982, IP initiated a series of stop work orders and
recovery programs to implement corrective action and improve construction programs for several areas of construction.
2. In 1982, IP also initiated an Overinspection Program and Record Verification Program to verify the quality of construction of large portions of CPS.

The time required to lift the stop work orders and complete the recovery programs, Overinspection Program, and the Record Verification Program was not accounted for in IP's previous request for an extension of the 8408280094 840822 PDR ADOCK 05000461 A PDR 3/. [

-these programs is to ensure the protection of the public health and safety, these programs constitute good cause for the extension of the

' latest completion date to October 1, 1986.

As required by 10'CFR 170.21, our check for $150 is enclosed to cover the filing fee for this application for amendment to the construction permit for CPS.

Finally, IP notes that the NRC has not acted on proposed amendments to Section 3E of Construction Permit No. CPPR-137 which were requested in the aforementioned letter U-0286, as modified by letter U-0445, dated March 29, 1982, from IP to_the NRC. Your prompt consideration of this request would be appreciated.
