REVISION 28 TO THE PALISADES SECURITY PLAN Attached is ene original and three copies of Revision 28 to the Palisades Security Plan.
The changss to the plan were required as a result of implementation of the revised access authorization requirements for nuclear power plants under 10CFR73.56.
N' Consumers Power has determined that the changes contained in Revision 28 do not degrade the overall safeguards effectiveness of the Palisades Security
/lan.
Therefore, this revision is submitted under the provisions of 10CFR50.54(p)(2).
Consumers Power Company reque is that the attachment to this letter be withheld from public disclosure in accordance with IOCFR73.21(c).
