Seabrook Station Plant Access Training Gentlemen:
North Atlantic Energy Service Corporation (North Atlantic) is planning to implement changes to the retraining program for General Employee Training (GET) at Seabrook Station on January 1,1996.
This letter describes the program changes for the purpose of keeping the Staff apprised of North Atlantic's initiatives in the area of employee training for unescorted access. The new program will be called Plant Access Training (PAT), consistent in terminology and content with the National Academy For Nuclear Training Guidelines, ACAD 93-009, and its implementation will be consistent among the Northeast Utilities (NU) nuclear units.
Currently, North Atlantic personnel satisfy the GET annual retraining requirement by completing a test.
PAT annual retraining for employees and contractors with unescorted access will be accomplished by a self study process documented electronically and evaluated by a test every third year.
PAT testing will be in a computer-based format requiring the student to correctly answer multiple choice questions in order to complete the session. Successful completion meets all training requirements for unescorted access for one year. Upon implementation of the new PAT program on January 1,1996, each employee or contractor coming due for PAT retraining will be tested. In the years after 1996 each badged employee or contractor will be required to be tested three years after the last PAT initial or l
retraining test. PAT retraining is also provided to personnel having training documentation from nuclear units outside of the NU system meeting ACAD 93-009.
