This letter is to advise you of a change to off site communications at Calvert Cliffs Nuclear Power Plant (CCNPP). This change does not affect communications between any Company facilities.
Our current response to 10 CFR Part 50, Appendix E, Section IV.li.9 for off-site communications consists of an automatic singdown telephone system connecting the Control Room, Technical Support Center, and Emergency Operations Facility, with the five State and local agency Emergency Operations Centers (Maryland Emergency Management Agency, Maryland Department of the Environment, Calvert County, Dorchester County, and St. Mary's County). The system is described in Attachment 6 of Emergency Response Plan implementation Procedure (ERPIP) 5.1, Communications Equipment. Enclosure (1) to this letter shows the existing system.
in August of 1991, a new emergency response telephone system was introduced: Dedicated Off-site Agency phone. Enclosure (2) provides a pictorial of the Dedicated Off site Agency phone.
Enclosure (3) provides a technical description of thc system. The Dedicated Off-site Agency phone utilizes the CCNPP telephone system and fully satisfies 10 CFR Part 50, Appendix B requirements for an off site communications system, liighlights include redundant processing units, backup AC power, backup battery power, increased number of telephone lines, automatic call rouL selection.
Baltimore Gas and Electric Company owned equipment, simplified maintenance, improved audio quality, and greater user options.
Training on Speed Dial was completed April 10,1992. The system has been tested in two drills and was used in the 1991 graded exercise. It is our intention to revise ERPIP 5.1, Communications Equipment, on May 18,1992, to tellect the Dedicated Off site Agency phone. Effective with this revision, the olT site Automatic Ringdown Telephone will be deactivated.
Communications are addressed in the Emergency Response Plan, under Part 5, Facilities and Equipment, Sectioa 11. The Plan does not require a revision subsequent to this change. With the revision to ERPIP 5.1, the plan will continue to meet the standards addressed in 10 CFR 50A7(b) and the requirements of 10 CFR Part 50, Appendix E, Section IV.

DEDICATED OFF. SITE AGENCY PIIONE SYSTEh!
TECIINICAL DESCRIPTION The Dedicated Off-site Agency Telephone System is designed around a Tellabs 292P Conferucing/ Alerting bystem and dedicated off-premises extension (OPX) circuits to the Off-site Agencies. Several other components are utilized to proside redundancy and case of operation.
Refer to Enclosure (2) system block diagram while reviewing the following description.
The system uses standard point-to-point dedicated OPX circuits that are leased from the local and long distance telephone carriers. These circuits connect the Off-site Agencies to the utility-owned conferencing system at the Emergency Operations Facility (EOF). These circuits are dedicated and have backup power provided by the telephone carriers.
Each Off-site Agency has at least two telephone instruments connected to the incoming OPX circuit.
Most of these telephcnes are single-line telephones with push-to-talk handsets and amplified monitoring sp*kers. The push-to-talk handsets are used to eliminate background noise and feedback problems. This is especially importunt in obtaining high quality audio when using the conferencing feature.
The conferencing system at the EOF is a Tellabs 292R Conferencing/ Alerting system that is utility owned and maintained. Backup pswer is provided by the dial telephone -48 volt battery system and by an on-site generator.
An Off-site Conference can activate from two separate ports on the Tellabs 292R. The first port is the "prirnary" Off-site Conference activation line which can be accessed from the EOF or Calvert o
Cliffs Nuclear Power Plant (CCNPP). The second port is the backup Off-site Conference activation line which can also activate from the EOF or CCNPP. The circuits are diversely routed.
When an Off-site Conference activates f' m the EOF or CCNPP, in-progress calls on the Off-site dedicated OPXs are automatically connected to the conference. All the idle Off-site OPXs will ring until answered and then will be connect to the conference. Any unanswered Off-site OPX will continue to ring up to 4 minutes. This ringback tone will not be heard by the conference call, allowing clear messages. The conference terminates when either the EOF or CCNPP disconnects.
During nornconference operation at the EOF, a Northem Telecom Norstar Key Telephone system, a Northern Telecom SL-1 'rivate Business Exchange (PBX). and the Confercnce Bridge at the EOF provide one button dialing to each Off-site Agency from the EOF. This equipment is backed up by a-
-48 volt battery system and an emergency diesel gecrator at the EOF. This equipment is utility owned and maintained, and provides for any site connected to the conference circuit to call any other site.
During " primary" off-site conference operation at the EOF, the EOF Key Equipment will directly activate the Conference Bridge. During Backup Off-site Conference, the EOF key equipment will route through the EOF PBX to activate the conference brMge.
During non-conference operation at CCNPP, the CCNPP Norstar Electronic Key Telephone System and the CCNPP Northern Telecom SL-1 PBX, and the EOF conference bridge provide or e button dialing to each Off-s.ite Agency. The CCNPP key equipment is backed up by a UPS system and emer;;ency diesel generators. The CCNPP PBX is backed up by 49 volt battery system and the emergency diesel generators. This equipment is utility owned and maintained. The CCNPP key equipment activates the CCNPP PBX which routes the calls to the EOF PBX through 15 tie lines divided into 4 separate diversely routed paths.

Calls to the Olisite Agencies and operation of the backup off-site conference are possible directly from the CCNPP dial telephone system (CCNPP PBX) or the EOF dial telephone system (EOF PBX). This featuro could be used if the CCNPP clectronic key system or EOF clectronic key system would ever fail.
