The Georgia Power Company wishes to submit the following information concerning the violations discussed in your inspection report 50-424/84-11 and 50-425/84-11:

Violation 50-424, 425/84-11-01, " Failure to Protect Electrical Equipment During Installation" - Severity Level IV.

(1) Georgia Power Company acknowledges the discrepancies identified in the violation.

(2) Vogtle field proceduro GD-T-09 provides adequate controls for the protection of electrical equipment during installation; however, precautions for maintaining the storage requirements for safety-related electrical cabinets in the Unit 1 Control Room were not adequately implemented during a time when multiple work activities were in progress in the area.

(3) Due to the amount of cable termination and other work to be completed in the Unit 1 Control Room, additional controls have been implemented in this area to assure that the cleanli-ness of stored equipment is maintained. Contractors are re-quired to report their work schedules for the Control Room area to the Georgia Power Company Area Manager a day in advance.

The Area Manager will compare the schedules and make any ad-justments necessary to ensure that equipment in storage in the area will not be exposed to detrimental contamination resulting from nearby activities. Cable termination work will usually be given priority over other work activities. The Area Manager will also designate personnel to continuously monitor work acti-vities in the Control Room to ensure that adequate precautions 8408240367 840724 PDR ADOCK 05000424 G PDR

has an on-going program for cleaning stored equipment and all equipment stored in the Unit 1 Control Room area has been thoroughly cleaned.

(4) To prevent further violation of equipment protection require-ments, a system is being developed for all areas of the plant which will provide controls similar to those implemented in the Control Room area. A roster is being developed which will assign specific responsibilities to designated personnel to monitor work activities and conduct surveillance as necessary in each area of the plant to ensure that stored equipment is adequately protected from damage and/or contamination resulting from nearby construc-tion activities. The training program for electrical termination crews will be upgraded to include instruction on how to handle situations where other work activities in the area of open equip-ment could adversely affect the equipment.

(5) All corrective actions will be completed and full compliance with applicable regulatory requirements will be achieved by August 22, 1984.
