During a recent review of surveillance test requirements, Alabama Power Company identified a surveillance provision that has not been included in the surveillance test procedures applicable to the positioning of each automatic valve in the flow path on an auto pump start signal (Technical Specification 4.7.1.2.2.b.1) . This provision was included in the Unit 1 Technical Specifications via Amendment 26 dated March 1,1982 and was included in the original issuance of the Unit 2 Technical Specifications on March 31,1981.

The initial Technical Specification 4.7.1.2.2.b.1 surveillance test was required during the Unit ? first and the Unit i fourth refueling outages.

These surveillance requirements were satisfied as a part of the return to service testing during the Unit 2 first and Unit 1 fourth refueling outages in which the auxiliary feedwater flow control valves were modified from normally closed to normally open. Due to an administrative oversight, the second surveillance associated with the valve opening was not performed during the Unit 2 second and Unit i fifth refueling outages. The combined 18 month surveillance interval and grace period for conducting these tests expires October 10, 1984 for Unit 2 and January 17, 1985 for Unit 1. These expiration dates are prior to the next refueling outages which are scheduled for January 1985 for Unit 2 and April 1985 for Unit 1. Nuclear Regulatory Commission Page 2 affecting the validity of the test or plant operation, the requirement to perfom the inspection during shutdown is not appropriate. Therefore, the proposed change is to delete the words "during shutdown" which will allow better scheduling of this surveillance requirement. This change is administrative in nature since it does not affect the intent, frequency or validity of the surveillance requirement. Failure to approve this change prior to October 10, 1984 will require a special plant shutdown for Unit 2 solely for the purpose of surveillance testing.

The proposed change does not involve a significant hazards consideration as defined in 10CFR50.92. This change is similar to example (i) of " Examples of Amendments That Are Considered Not Likely To Involve Significant Hazards Considerations" listed in 48FR14870 dated April 6, 1983. This proposed change is similar in that this change is an administrative change to the technical specifications.

The proposed Technical Specification changed pages are contained in the Attachment to this letter. The above described change has been reviewed by Alabama Power Company's Plant Operations Review Committee. The Nuclear Operations Review Board will review this proposed change at a future meeting.

1 Pursuant to 10CFR170.21, the new rule on License Fees, the required License Amendment Application Fee of $150.00 is enclosed.

Dan Turner, the Alabama State Designee, in accordance with 10CFR50.91(b)(1).
