Beaver Valley Power Station, Unit No.1 Docket No. 50-334, License No. DPR-66 Proposed Operating License Change Request No. 229 Pursuant to 10 CFR 50.90, Duquesne Light Company requests an amendment to the above license in the form of changes to the technical specifications. The proposed

, changes will implement the requirements of Generic Letter (GL) 95-05 for voltage-based steam generator tube repair criteria.

The proposed technical specification changes are presented in Attachment A. The safety analysis (including the no significant hazards evaluation) is presented in Attachment B. A technical evaluation of the voltage-based repair criteria is presented in Attachment C. The first paragraph of Attachment C page 4 of 8 describes the confirmation rate for rotating pancake coil no detectable degradations (RPC NDD) left in service. For the next inspection, we are requesting NRC approval to apply the larger of 0.51 or the next inspection result as a fraction of RPC NDD indications included in the beginning of cycle distribution. This is consistent with GL 95-05 Section 2.b.1 which provides an option to apply a fraction of unconfirmed RPC NDD indications in the begiiming of cycle voltage distribution.

This change has been reviewed by the Onsite Safety Committee and Offsite Review Committee. The change was determined to be safe and does not involve a significant hazard consideration as defined in 10 CFR 50.92 based on the attached safety analysis.

Approval of this amendment is requested prior to the start of the Beaver Valley Power Station, Unit No. I eleventh refueling outage which is scheduled to start on March 23,1996. An implementation date will be established prior to amendment issuance.
