Dear Mr. Johnson:

In our letter of response to the Notice of Violation concerning failure to have a shift turnover procedure, PSC stated that a procedure would be in place by August 10, 1984. This date is too optimistic to write and implement an acceptable and workable procedure for shift turnover.

We have completed our draft of the procedure and first draft of the requisite checklists and have sent the checklists out for comments.

We have used INPO's Good Practice on shift turnover as a reference in developing our turnover procedure but there is some concern that the procedure may not address the NRC staff position of which our procedure writer was just recently made aware.

i We therefore, plan to review our procedure again and will be talking to INPO and other nuclear plants regarding their procedure prior to implementing our shift turnover procedure. Upon implementation of the procedure, we plan to spend the subsequent thirty days testing the checklists in the field and reviewing as necessary.

d The Public Service Company staff has had conversations with Region IV regarding a thirty-day time extension to implement the shift turnover procedure.

Both parties have verbally agreed that it would not be wise to implement the current draft procedures merely to meet the target date without further research and development. Public Service Company therefore requests a thirty (30) day extension to the target implementation date in response to the Notice of Violation contained in I & E Inspection Report 84-16.
