REQUEST TO REVISE TECHNICAL SPECIFICATIONS TO ALLOW CONTAINMENT AIRLOCK DOORS TO BE OPEN DURING FUEL MOVEMENT i By letter LCV-0527, dated March 17,1995, Georgia Power Company (GPC) proposed an .

< amendment to the Vogtle Electric Generating Plant (VEGP) Unit I and Unit 2 Technical i Specifications to allow the personnel airlock (PAL) doors to be open during fuel movement. As stated in LCV-0527, the estimated doses for a failure to close the door -

during the entire 2-hour release period of a Fuel Handling Accident has similar radiological consequences to a Fuel Handling Accident in the Spent Fuel Pool which has already been approved by the NRC. To assure that reasonable action will be taken to minimize the effects of a Fuel Handling Accident inside containment, a commitment was  ;

ma de to maintain a designated person for closing the door. Procedures will be developed to provide administrative controls to ensure that the designated person will be available to

, close the airlock door. These administrative controls will include guidance to allow the individual to perform other duties to the extent that they do not compromise the ability to operate the airlock door in a timely manner.

This additional information is being provided to the NRC in response to a teleconference with the NRC staff on November 11,1995.
