The changes to the Waterford Emergency Plan made by Revision 21 do not

decrease the effectiveness of the plan.
Furthermore, the plan, as changed, continues to meet the standards of 10CFR50.47(b) and the requirements of Appendix E to 10CFR50. Attached is a summary of Revision 21.
I Please note that pages A-7-31 and I-14 of the Emergency Plan contain radio frequencies which are considered personal information. The pages with the personal information are attached; it is requested that this information be withheld from the public pursuant to 10CFR2.790.
