Grand Gulf Nuclear Station Unit 2 Docket No. 50-417 License No. NPF-13 File: 0260/0272/L-860.0/0092/0109 Extension of Conetruction Permit Date, Grand Gulf Unit 2 AECM-84/2-0003 Pursuant to 10CFR 50.55(b), Mississippi Power & Light Company (MP&L), on behalf of itself and as agent for Middle South 2nergy, Inc. (MSE) and South Mississippi Power Association *, hereby requests an amendment to Construction Permit CPPR-119 for the Grand Gulf Nuclear Station, Unit No. 2 to extend the latest construction completion date to April 30, 1991. The construction completion date currently set forth in the Grand Gulf Unit No. 2 construction permit is October 1, 1984.

MP&L submits that good cause for the construction permit extension exists and that the extension is for a reasonable period of time. In December of 1979, MSE reduced construction activities on Unit No. 2 because of the unavailability of funds necessary to continue the full construction of both Unit No. 1 and Unit No. 2 and because of the need to concentrate its resources on the completion of Unit No. 1.

As a result, Unit No. 2 is now approximately 33% complete and will not be completed before October 1,1984, the current construction completion date in the Unit No. 2 construction permit.

After commercial operation of Unit No. I commences, MSE expects to obtain a significant portion of the funds necessary to finance continued construction ba

Full resumption of a3o construction on Unit No. 2 is dependent upon, among other things, the 08 commercial operation of Unit No. 1.

Assuming full construction on Unit No. 2 resumes within the next year, Y

The requested construction permit amendment involves no significant hazards consideration. This is because the requested amendment would not:

(1) involve a significant ' increase in the probability or consequences of an accident previously evaluated; (2) create the possibility of a new or different kind of accident from any accident previously evaluated; or (3) involve a significant reduction in a margin of safety.

Pursuant to 10CFR 170.21, a check is attached for $150.00 as required for a Class II construction permit amendment application and, in accordance with provisions of 10 CFR 50.30, three (3) signed originals and forty (40) copies of the requested amendment are enclosed.
