Reactor Vessel Material Surveillance Program Requirements - Report of Test Results

Dear Mr. Murley:

The. subject requirement states that a summary of Reactor Vessel

capsule-test results.is to be submitted to the NRC within one year after capsule-withdrawal trom the reactor.

Waterford 3 is hereby

. requesting an extension for s"hmittal _of a summary report for capsulu material pulled from the unctor Vessel during Refuel 4 on April _11, 1991.

The submittal is currently due on April 11, 1992.

The requested extended submittal-'date is November 30, 1992.

Test results ' from the contracted test facility (B&W) are now estimated to be complete in mid August 1992.

The test results will then be reviewed and evaluated. The summary will be prepared and submitted to the NRC by November 30, 1992.

During contract negotiations with the test facility in December 1991, the facility indicated that it would not be able to support

-the proposed, March 1992 completion date.

The facility could support a completion date of seven months after receipt of the capsule at their technology center.

The capsule.was rr. moved from the Spent'Puel Storage Pool, installed into the shipping cask and

-secured to the trailer for shipping on December 5, 1991.

Although the capsule had been received by the test facility in December 1991, _

_ testing did not begin until February 1992 due to prior

!i contract' agreements for other testing at the test facility.

Other contributing factors to the requested extension include delays incurred in obtaining the test facility contract, and difficultias

April 2, 1992 incurred in arranging for shipping of the capsule.

Efforts are continuing to provide the summary prior to the requested extended submittal date.

Waterford 3 is still a relatively new operating plant, and it is anticipated that the requested additional analysis time, in this case, will not impact the operation of the plant.

Experience gained in processing this first sample capsule at Waterford 3 will be instrumental in avoiding delays in future submittals.
