In the Matter of ) Docket Nos. 50-327 Tennessee Valley Authority ) 50-328 SEQUOYAH NUCLEAR PLANT (SON)- AMERICAN SOCIETY Oc MECHANICAL ENGINEERS (ASME)- SECTION XI PROGRAMS FOR THE SECOND INSPECTION INTERVAL, UNITS 1 AND 2 The purpose of this letter is to provide for your review the inservice inspection (ISI) and inservice test (IST) programs for SON's second inspection interval, which begins December 16,1995. The code of record for this interval will be the 1989 Edition of the ASME Boiler and Pressure Vessol Code,Section XI.

The applicable regulations,10 CFR 50.55a(f) and 10 CFR 50.55a(g), require that ISI and IST of ASME code components meet the requirements of ASME Section XI. In addition,10 CFR 55a(f)(4)(ii) and 10 CFR 50.55a(g)(4)(ii) require the ISI and IST programs be updated every 10 years to meet the requirements of the latest NRC approved Edition and Addenda of Section XI, which is in effect 12 months before start of the next 120-monthinspection interval.

Enclosure 1 contains the updated ISI program, which conforms to the 1989 Edition of the ASME Section XI code. In addition, pursuant to reference 10 CFR 50.55a(b)(2)(ii),

the extent of examination for Examination Category B-J welds shall be in accordance with the 1974 Edition, Summer 1975 Addenda of ASME Section XI. The following Code Cases N-307-1, N-457, N-460, N-461, N-463-1, N-481, N-491, N-494-1, and N-503 have been authorized for use in Regulatory Guide 1.147 and are being utilized within the SON ISI program. The SON ISI program contains a total of 14 requests for relief and 5 code cases that are being submitted for NRC approval.

The ISI program within Enclosure 1 is divided into four documents that are provioed as attachments.

The IST program within Enclosure 2 is divided into 2 documents that are provided as attachments.

Attachment 2: ASME Inservice Valve Testing Program Basis Document (Contains five requests for relief for NRC approval)
