Dear Mr. Collins:

SUBJECT:

Waterford SES Unit No. 3 i Docket No. 50-382 Potentially Reportable Deficiency No. 172

" Changes to EFW Control System (EFCS) May Not Support Chapter 15 of FSAR" Final Report On June 11, 1984 a change to the EFW Control System set points was reported as PRD 172. Further evaluation indicates this condition is not considered reportabic pursuant to 10CFR50.55(e).

EVALUATION The deficiency is described as a variation in the Steam Genarator set points for the EFCS from the set points used in Combustion Engineering (CE) analysis for FSAR Chapter 15. The optimized set points were established based on Engineering judgement af ter the EFCS was finalized.

Ebasco and CE have performed an analysis of the set points, including explicit set point methodology to determine instrument inaccuracies, and found the FSAR Chapter 15 accident analysis assumptions remained valid.

Based on the above evaluation this condition is not considered reportable.

Very truly yours,

$ AAEL~$ao T. F.' errets Corporate Quality Assurance Manager
