U N I I R _, L y j Q ,,2 Enclosed is a G ange to our Pump and Valve In-Servico Test Program. The change is an additional request for relief for testing auxiliary foodwater pumps following a recent modification to that system. Additionally, Relief Roquest PRR-5, which previously dealt with the testing of auxiliary feodwater pumps, no longer applies to the system as modified and is withdrawn.

It is our understanding, based on the contents of NPC Generic Letter 89-04 and the regionni follow-up meetings, that requests for relief normally requiro NRC approval prior to placing them into practice. Ilowever, becauso we have no installed method by which to precicely control flow for the affected system, we will implement the enclosed request immediately. Immediate implomontation will allow us to prevent declarations of pump inoperability for which ASME Section XI has no guidanco or corrective action.

Reference values are defincd as one or more flxod sets of values of the quantitles shown in Tablo IWP 31001. as measured or observed when the equiprnent is known to bo operating acceptably.

The auxillary foodwater pumps are testod by operating the purnps in a recltculation mcdo thiough a fixed, flowllmiting orifico. Thero is no means within this lino to throttle flow and pumps are testod with all valvos in the circuit fully opon. This manner of oporation provents tho sotting and maintainin0 of a single, specific referenco value as road on the installod digital flowmotor.

ALTERNATE TESTING:

The 'roforence value" for those pumps shall be a loci of values located on either sido of a specific valuo.

The range of the upper and lower limits of the referenco values shall bo small enough to provido adequato assessmont of equipment operation.

The tolerance around the sofocted value shall bo not more than 12 porcont.
