Dear Sir:
This letter forwards the Summary Report documenting the results of Unresolved Safety issue (USI) A-46 for the James A. FitzPatrick Nuclear Power Plant. This letter also confirms that no significant or programmatic deviations from the GIP guidance were made during the USI A-46 resolution process and that no operability concems exist for any of the identified outliers.
In Reference 1, the NRC required Licensees to include a report summarizing the results of the USl A-46 program. The Authority Committed (Reference 2) to submit this report no later than November 17,1995.
The enclosed Summary Report includes a Project Summary (Attachment 1), Volume I of the Safe Shutdown Equipment and Relay Evaluation Report (Enclosure 1), and Volume I of the Seismic Evaluation Report (Enclosure 2).
The Authority will resolve outstanding outliers, identified in Attachments 2 and 3, no later than startup from the Refuel 13/ Cycle 14 refueling outage. One month from that oate, the Authority will inform the NRC that all planned actions for resolution of USl A-46 have been completed.
These actions are required as part of the USl A-46 resolution process.

i As described in Enclosures 1 and 2, outliers will be dispositioned by either modEication, replacement, testing, or analyses. During these analyses, additional modifications beyond those presently anticipated may be identified. Should this occur, the above noted schedule may change. The Authority will inform the NRC if schedule changes become necessary. lists the commitments made by the Authority in this letter. If you have any questions, please contact Mr. A. Zaremba.
