tRadiological Emergency Response Plan (RERP) Review The information attached to your draft School Radiological Emergency Response Plan (RERP) for Incidents at the Limerick Generating Station should be reviewed and updated each school year to ensure the infor-mation is current.
In order to complete a review and update, I would request that you review the attachments of your current Draft RERP, update the infor-mation for school year 1984-85, and hold the revised copies for,my pick-up in September. This revised-information will then be included in subsequent drafts of the RERP.
As you review the Attachments, please include work and home addresses and telephone numbers for staff indicated. The County Emergency Management Agency will need this infonnation as they complete their County RERP. This information will be maintained as confidential.
I will call you early in September after the school year begins, to schedule a review meeting. At this meeting, we can review any addi-tional revisions that you desire to the RERP procedures. During August and early September, County EMA and Energy Consultants are meeting with school districts to review district RERP's. By the mid-die of September, we should have the district information necessary to complete your draft RERP.

As you know, during the July 25 emergency exercise for the Limerick Generating Station, Energy Consultants conducted an independent evaluation of the various emergency response locations. While the detailed results of that evaluation are still being compiled, preliminary' indications quite clearly show Lehigh County performed in an outstanding manner. The county emergency operations center, reception center, and mass care center staff were well versed, took the drill seriously, and performed admirably.
I would like to personally thank you for coordinating the demonstration of these activities.
It is a tribute to the working relationship you obviously have with your county volunteers and emergency service organizations.
It is unfortunate that FEMA did not provide an evaluator so that you would have the benefit of their comments.
Lehigh County's expertise comes as no surprise to me. Following the drill

conducted by Energy Consultants for your agency in June, my staff informed me that Lehigh County was one of the best county operations they had had the pleasure of working with.
Once again, congratulations on a job well done, Jerry. Please extend our gratitude to your county staff, volunteers, and emergency services.

We have reviewed your June 27, 1984 letter to Mr.

G. Bauer, Jr. regarding radiological emergency response planning considerations for the Owen J.
Roberts School District and are pleased to respond.
Philadelphia Electric is aware of the effort the District and its Task Force have exerted to, develop a comprehensive school district plan and appreciate your cooperation with our planning consultant, Energy Consultants Inc., and the Chester County Department of Emergency Services.
We share your concern and want you to know that we are also committed to assisting your school district in developing an effective radiological emergency response plan.
Energy Consultants met June 4, 1984 with the administration of the Twin Valley School District regarding completion of a hosting agreement for the Owen J.
Roberts School District.
Delays in completion of this agreement have been attributed to past changes in key administrative staff of the Twin Valley District, especially the superintendent and business manager who were principal contacts for host agreement development.
Energy Consultants requested expediting the agreement and consideration by the Twin Valley District of providing host school teachers to supervise evacuated students, thus relieving the Owen J. Roberts' staff of this responsibility.

Page 2 It is our understanding that the Chester County Department of Emergency Services has tentatively identified over 200 buses and drivers that would be available for an evacuation of Chester County schools and residents in a radiological emergency at Limerick.
These should satisfy your identified bus and driver shortfall.
We believe progress is being made to resolve your concerns.
A meeting to discuss additional district planning matters and unmet needs might be beneficial.
Philadelphia Electric and Energy Consultants are available to discuss these matters in detail with representatives of the Owen J.
Roberts School District and the appropriate emergency management agencies involved in plan development.
Energy Consultants has attempted to contact Mr. Joseph Clark, the emergency planning contact with the District several times in the course of the past two weeks to discuss these very important emergency planning matters.
Apparently Mr. Clark has not been available.
We look forward to your continued cooperation in resolving any outstanding planning issues.
