Dear Mr. Schierman:

I am responding to your March 24, 2020, submittal requesting our review and comment on the draft Completion Review Report (CRR) for the license termination of the Western Nuclear, Incorporated Split Rock site (Wyoming Source Material License No. WYSUA-0056) located in Jeffrey City, Fremont County in Wyoming. We appreciate the opportunity to comment on this draft version of the CRR.

The draft CRR will be reviewed in accordance with the criteria in the Office of Nuclear Material Safety and Safeguards (NMSS) Procedure SA-900, Termination of Uranium Milling Licenses in Agreement States. NMSS Procedure SA-900 describes the U.S. Nuclear Regulatory Commission review process for making the determination that all applicable standards and requirements have been met prior to Agreement State uranium milling license termination, as required by Title 10 of the Code of Federal Regulations 150.15a(a) and Section 274c of the Atomic Energy Act of 1954, as amended. Our goal is to review your draft CRR and provide the results of our review within 60 days from the date of this letter.

We appreciate the Wyoming Department of Environmental Qualitys effort to follow the suggested format in NMSS Procedure SA-900. If during our review it is determined that additional information is required, we will contact you.
