NRC Operatino License NPF-42 Centlement Pursuant to 10 C.F.R. SS 50.4(b)(2)(ii) and 50.91(a)(6),
Kansas Gas and Electric Company (KG&E) transmits herewith an application, under exigent circumstances, for amendment to Facility Operating License No. NPF-42.
This application requests that the NRC act before March 31, 1992 to extend the effectiveness of its approval of the transfer of KG&E's interest in the Wolf Creek Operating License to The Kansas Power and Light Company (KPL) by two months, from March 31, 1992 through and including May 31, 1992.
NRC approval of the transfer was initially conveyed by letter dated November 19,
-1991 from Suzanne C. Black (NRC) to Bart D. Withers (Wolf Creek Nuclear Operating Corporation),1 approving Amendment No. 53 to NPF-42.
It was noticed in the Federal Register on November 26, 1991.

No change in the Wolf Creek license or technical specifications themselves is necessary only a two-month extension 1 That letter approved amendment of the Wolf Greek Operating License by the addition of a footncte to Paragraph 2.A. memorializing the transfer of KGLE's possession-only interest in NPF-42 to a wholly owned subsidiary of The Kansas Power and Light Company.
The transfer will occur upon the merger of KG&E with and into that subsidiary, which is presently in existence tind named KCA Corporation. It will be renamed Kansas Gas and Electric Company immediately u'lth on consummation of the merger. No other changes to the license are associated v the merger.

-of the offactive period of the NRC's approval, stated in _ the November 19,_1991 letter and Federal Register notice referred to above.
The reason for the roguest is a delay in the closing date of the merger between KG&E and a wholly owned subsidiary of KPL, caused by a sound initially experienced on February 28, 1992 during a-plant restart following a
forced outage that began on February 19, 1992.
Analysis of the sound is still underway.
All interested parties believe that the extension requested will be long enough to assess the sound.
The application is being made under exigent circumstances because the shortness of the interval between the initial appraisal of the sound and the March 31 end of the NRC's current approval period made following normal amendment processes unavailable.
Justification of the use of exigent circumstances procedures is contained in the attached application _
The application has been reviewed by Wolf Creek Nuclear Operating Corporation's Plant Safety Review Committee and the Nuclear Safety Review Committee.
KG&E therefore requests that the NRC process and_ approve the attached license amendment request prior to March 31, 1992.
KG&E will keep the Staff fully and promptly informed of developments related to assessment of the Wolf Creek reactor's condition and of related events affecting the merger, and assures the Staf f of _ its full cooperation in providing the information necesssary to enable the Staff to complete a timely review.
Under 10 C.F.R.
SS 170.12(b) and 170.21 the costs of review.of this application are recoverable -by the Staff upon presentation of invoices upon completion or at six-month intervals.
No license fee is required at this point.
Pursuant to 10 C.F.R-S.50,91, KG&E is providing a copy
