Request for Delayed Submittal of Pressurized Thermal Shock (PTS)

Analysis and Schedule 10 CFR 50.61(b)(4 requires submittal by March 16, 1992 of an analysis and schedule for imple) mentation of such flux reduction programs as are reasonabiy practicable to avoid exceeding the PTS screening criterion set forth in paragraph wh)ich the value of RT(b (2) of this section. This requirement is spplicable to each PWR licensee for ru for any material in the beltline is projected to exceed the PTS screening criterion before the expiration date of the operating license, or the projected expiration date if a change in the license has been requested, or the end of a renewal term if a request for license renewal has been submitted.

Communications between Mr. S. D. Bloom of your staff and lle. T. G. Therkildsen of my stalf have determined that this requirement is now applicable to Ornaba Publle Power District 03PD), due to recent activation nf a dormant re change in the expirat(ion date of the Fort Calhoun Station (FCS) Un1uest for t No. 1 operating license. Sinco calculations of the latest projected screening values for FCS are still being performea, OPPD cannot meet the March 16, 1992 submittal date requirement noted above.

As discussed between Mr. Bloom and Mr.

Therkildsen, OPPD requests that the submittal date for compliance with 10 CFR 50.51(b)(4) be extended until May 15, 1992.
