ULNRC-903 NUMBER OF SHIFT ROTATIONS CALLAWAY PLANT DOCKET NUMBER 50-483 During our May 9, 1984 briefing at Callaway Plant for NRR and Region III management personnel, we informed you that our operations department staffing level was desigaul to support six shift crew rotations.
Our long-term plan is to utilize the six-shift concept following power ascension testing, when callaway plant operates commercially within the Union Electric System.
In the meantime, however, to more effectively support low power and power ascension testing, we have elected to operate with four 12-hour shift rotations, distributing personnel from six crews among the four rotations.
This arrangement is expected to stabilize and enhance our operations during plant startup as follows:
1.
More licensed supervisory and support personnel are available for each shift.
Since all of our current activities must be processed through the control room (surveillance tests, power ascension tests, work requests, tagouts for workmen's protection, etc.), the Shift Supervisor has additional personnel available to supervise and support these activities.
2.
Having only two shift changes per day increases our ability to coordinate work activities between shif ts and improves overall communication.
3.
Distributing licensed personnel among four shifts increases the participation and experience base of each individual during the initial startup program.

Twelve-hour shift coverage essentially eliminates random eight-hour back-to-back (16 hour1.851852e-4 days <br />0.00444 hours <br />2.645503e-5 weeks <br />6.088e-6 months <br />) shifts for individuals and allows more specific planning of days off.
Having double crew coverage on three days per week allows continuation of refresher training and some vacation time during this period.
In parallel with the move to 12-hour /4-shift rotations, we have assigned our Superintendent-Operations and his assistants to shift duties in the control room.
This move is designed to enhance management control of plant startup and test activities which will be coordinated through these individuals.
Having this additional operations management strength on shift is expected to help prevent or reduce our numbers of reportable events, especially those attributable to personnel error.
We expect this shift staffing arrangement (which commenced on August 5) to remain in effect until completion of the power ascension program near the end of this year.
If our management objectives are achieved prior to that time, we will either return to a six-shift rotation or consider the 4-day, 12-hour, 5-shift rotation successfully utilized by other licensees.
A chart is attached which portrays our interim schedule on a week-to-week basis.
