Beaver Valley Power Station, Unit No. I and No. 2 l BV-1 Docket No. 50-334, License No. DPR-66 i BV-2 Docket No. 50-412, License No. NPF-73 l Proposed Operating License Change Request Nos. 228 and 102 l Pursuant to 10 CFR 50.90, Duquesne Light Company requests an amendment to the above licenses in the form of changes to the technical specifications. The proposed changes will revise the alarm setpoints for the Beaver Valley Power Station (BVPS)

Unit I noble gas and in-containment high range area monitors. The proposed '

amendment also changes Table 3.3-6 Action Statement 36 for both BVPS Units to reflect the previously approved change in reporting frequency for effluent releases from semi-annual to annual. An implementation period of 60 days is requested following the effective date of the amendment.

The proposed technical specification changes for Unit No. I and Unit No. 2 are presented in Attachments A-1 and A-2, respectively. The safety analysis (including the no significant hazards evaluation) is presented in Attachment B.

This change has been reviewed by the Onsite Safety Committee and Offsite Review Committee. The change was determined to be safe and does not involve a significant hazard consideration as defined in 10 CFR 50.92 based on the attached safety analysis.
