Dear Mr. Chairman:
This letter is to request information regarding the accuracy of reports which have reached me involving the Grand Gulf nuclear power plant in Mississippi.
I am advised that there may be serious deficiencies in the design and construction of the plant and in the qualifications and training of the staff.
I am also concerned to know why this plant was licensed if the problems I have mentioned are true.
One of my colleagues, the Honorable Edward Markey of Massachusetts, has suggested that the Nuclear Regulatory Commission's decision to license this plant may have been premature and that serious threats to public health and safety may result from the plant's operation.
I am also concerned about the plant because of possible unnecessary costs which could be passed along to my constituents in Arkansas if it is brought on line.
In view of these concerns, please advise me as to the following:
1.
What errors have been identified in the technical specifications and surveillance procedures submitted by Mississippi Power and Light Company to NRC?
2.
Were these errors known or discovered by NRC before or after the issuance of the low power license?
3.
What action has been taken by NRC since learning about the errors and problems?

Is it true that MP&L was asked to discontinue operations at Grand Gulf in 19827 9.
If so, why was the plant allowed to continue operations even now?
10.
What is the difference between a low power license and a full power license?
11.
What conditions must be met by MP&L at Grand Gulf before the plant can be eligible for a full power license?
12.
In view of existing NRC regulations which provide for the possible revoking or suspension of a license, is NRC presently considering whether to revoke the license given to Grand Gulf?
13.
What steps are being taken by NRC to insure that the customers of MP&L and other cooperating companies do not face exhorbitant rates in the future as a result of Grand Gulf's problems?
The answers to these questions may be very vital to my constituents who could be affected by future decisions on Grand Gulf.
In view of this, I would like to be advised of the answers to my questions no later than April 20, 1984.
